The article investigates the different motivations of mobile users, development organizations and MNOs in sub-Saharan Africa, ultimately asking another equally provocative question, namely, why is the development community supporting the expansion of mobile access, when evidence demonstrates that it further impoverishes the user and exploits the digitally illiterate.
