In September 2013 the International Institute for Environment and Development (IIED) published a report entitled, “Scoping a green economy: a brief guide to dialogues and diagnostics for developing countries.”

According to the executive summary published on the IIED internet site, “This guide aims to encourage early dialogue and diagnosis in and by developing countries on what a green economy would mean for their country.”
